We do not feel that refusing to see someone in this circumstance would be supported. However, the guidelines would provide other steps that the psychologist could take. The psychologist could consider virtual care, if appropriate. Additionally, the psychologist could combine some of the measures allowed in the guidelines such as both wearing a mask and social distancing.
