You can login online and select the option for full registration when you pay. The NSRP must approve the change in status from Retired to Full Registration; however, in the circumstances NSRP staff can do so and the information contained in your email is sufficient for the request. Under NSRP Policy, activities completed in 2018 would not apply in 2019. However, you will not be audited for the 2018 year even if you restart your full registration in November. Your name would become part of the pool of potential auditees for 2019 activities.
I think you would be able to pay the fee for 2019 at this time. You could indicate that your full license will be effective January 1, 2019. However, if you really do wish to start full registration effective November 15th, there is an additional fee of $134.16. After renewing your registration, you could login back to the website and pay this additional amount as a miscellaneous fee to NSRP. There is a dropdown menu to do so.
