I had a call from a psychologist, she is finished the requirements of her degree and will be able to obtain a letter to this in April, the convocation is Oct. She is wondering if she can start the process prior to convocation and when she can take the EPPP (she would like to start preparing immediately).

Yes, you are permitted to begin the application process prior to convocation, provided you have completed all requirements of the degree. In order to be registered, the NSRP will require a letter from the university verifying you have completed all requirements of your degree.
