Are there any online graduate level courses or programs in clinical and/ or counseling that NSBEP approves?

To answer your question online degrees are not acceptable as they do not meet the NSRP’s Residency Requirement among other criteria.

I have attached the section of the Act which talks about Online Programs, this document gives clarification on Distance Education/Online programs.

In case it is helpful, here is a document from the NSRP website that discusses acceptable programs and also the issues that can arise when a program is not acceptable:
